We horen vaak de termen ‘falende’ en ‘fragiele’ staten, landen waar de overheid in een conflict verwikkeld is, delen van het land niet onder controle heeft, of niet in staat is om basisvoorzieningen te bieden aan de burgers, zoals bescherming. Zuid-Soedan, Somalië, Pakistan en Libië zijn slechts een paar voorbeelden. Deze context leidt vaak niet alleen tot een grote humanitaire ramp voor de bevolking, maar draagt ook bij aan de regionale en wereldwijde politieke instabiliteit Leslie Lefkow, Afrika deputy director bij Human Rights Watch, spreekt over de situatie in Somalië en de implicaties voor de mensenrechten voor zowel de directe buurlanden als de gehele regio. Peter Bouckaert, emergencies director van Human Rights Watch, spreekt over de gevolgen van de situatie in Libië, zoals de wapenstroom naar andere conflicten in de region. Bette Dam, journaliste en schrijfster, deelt haar expertise met betrekking tot de Taliban, Al Qaida en de War on Terror in Afghanistan. Gedurende vier jaar, tot 2015, woonde ze in Kabul. Kapitein ter zee Herman de Groot, Hoofd Afdeling Militaire Strategie bij het Ministerie van Defensie, spreekt over de afwegingen die er bij Nederlandse militaire missies worden gemaakt. De sprekers laten ons zien wat de consequenties zijn van deze falende en fragiele staten voor Europa, en bespreken de rol van Europa om de problemen in deze landen aan te pakken.

We often hear about “failed” and “fragile” states–countries with little or no state capacity, where the government is embroiled in conflict, does not control parts of the country, or is unable carry out basic duties, like protecting its citizens. South Sudan, Somalia, Pakistan, and Libya are examples, to name a few. These contexts often create immense humanitarian disasters on the ground, but also contribute to regional and global political instability. Leslie Lefkow, deputy director for Human Rights Watch's Africa Division, will speak about the situation in Somalia and the human rights implications both for its neighbors as well as the broader region. Peter Bouckaert, Human Rights Watch's emergencies director, will discuss the situation in Libya and its consequences, such as the arms flow that other fueled other conflicts in the region. Bette Dam will share her expertise on Taliban, Al-Qaida and the War on Terror in Afghanistan. For four years she was based in Kabul, until 2015. Captain (Navy) Herman de Groot, Head Military Strategy Department at the Ministry of Defence, will speak about the strategic advice for Dutch military missions. The panelists will also discuss the consequences of these failed and fragile states for Europe, and what is Europe’s role with regard to tackling the problems these states are facing?
